Incident Description: Inbound Scrap Truck upset as he pulled away from unloading area with dump bed in raised position. Front part of load was stuck in bed and did not unload.  Truck upset spilling remainder of load narrowly missing an employee nearby.

Corrective Action: Loading area was moved to a less congested and flatter area. Safe distance for spotter was changed to 75 feet.
